- Games shall be at least three (3) innings in length and extra innings may be added with the consent of both coaches.
- Games will be limited to 1-1/2 hours maximum. Games can be shortened due to bad weather.
- An inning shall consist of each team batting the first ten (10) batters of their roster. The next inning the batting order will be continued and resume at the top once the roster has hit once. Maximum ten (10) batters an inning. While making solid outs is emphasized, three (3) outs will not shorten the inning.
- Coaches will field entire team although the option is open to alternate a few players off the bench if it's more manageable.
- Coated rubber tee balls will be used for the practices and games. (Risk Injury Factor 5 Impact balls provided by league.)
- A coach must be in the batting area during game time to assist players in adjusting the tee and to give coaching tips. It is the same coach's responsibility to remove the tee when a player is advancing to home.
- When a player hits the ball off the tee, it must travel 25 feet (according to the rule book). An arc can be drawn from foul line to foul line and from the tip of home plate to represent the distance.
- Batting helmets must be used at bat and as base runners.
- Play will stop when an attempt is made to throw to the pitcher by an infielder or outfielder.
- The bases will be placed at regulation distance of 60 feet.
- As the season progresses and the teams' coaches expectations have been met, the tee may be replaced with coaches pitching (soft toss) to their own team's batters. This must be agreed upon by both head coaches. This rule also applies to any point in the game and does not have to include all players on the team. If they elect to coach pitch (soft toss -- underhand or overhand), a maximum of three pitches is allowed. If no contact is made, the child must hit off the tee.
- Please make sure all litter is picked up before your team leaves your bench area.
- Please control your bench area so no accidents occur.
- When your team is on the Pepsi or Waste Management field, each team must provide one (1) parent to help with concessions. This is a direct financial advantage to all kids in the league. Please coordinate this in advance of the season or each game.

- All Rookie players shall be under the guidance of their coaches. The coach shall dictate who will play in the games. Each player should be in 4 of the 6 innings played, if 6 innings are played. If a coach feels that a player shall not play because of a disciplinary reason, that shall be the decision of the coach(es), after communicating clearly with the parents.
- Home team shall provide two (2) game balls for the game. Teams will be provided with the appropriate amount for the season.
- Rookie teams on the field shall consist of ten (10) players. The 10th man is an extra outfielder that must play on the grass outfield and not in the infield. All players listed on the team roster shall bat even if they are not part of the defense.
- Maximum of ten (10) batters per inning. The 10th batter can be forced at any base to end an inning, or a regular out may end an inning.
- If a regular force out has taken place with the 10th batter, then the runs do not count.
- If the 10th batter hits a ball to the infield, runners may advance at their own risk, but once a play is made, the inning is over when: an out is a result of the play, or in the case of an overthrow runners advance one base to their logical progression on the field and the inning is over. If this results in a run scored, the run counts.
- If the 10th batter hits a ball to the outfield, once it is controlled by any infielder in the infield, the inning is over.
- If the 10th batter advances past first base, then all runs that cross home plate prior to the 10th batter being put out shall count. Home plate may be tagged as a forced out.
- No bunting or stealing bases when using the pitching machine.
- Keeping score is encouraged at this level. if the game is clearly one sided by regulation innings, if continued play is agreed upon, the score books should be eliminated at this point.
- Pitching machine is set up at the 40-41 mph indicator on the new machines. This does NOT correlate exactly to MPH. Speed will be mutually agreed upon prior to game commencing. The machine should be approximately 46 feet from home plate. The circle around the machine will be 8 feet in diameter, and the pitcher must stand on either hash mark outside of the circle.
- Any ball hitting the pitching machine, pitching rubber, or coming to rest in the circle (8 foot circle can be cut in by foot or chalk if available) will be considered a dead ball and no pitch. The count resumes. Any encroachment in the circle by the defensive player after the ball has been hit will result in the batter being given first base. Runners don't advance unless first base is occupied.
- A maximum of six (6) pitches by the machine per batter. If the pitched ball is considerably out of the shrike zone (i.e. over their head or in the dirt) due to machine malfunction, it shall be called a no-pitch. A pitch by the machine in the strike zone will be called a strike if not swung at. This is determined by the coach feeding balls. There will be no walks when using the pitching machine. If the ball has not been put in play by the sixth pitch (swinging, missing, or called strikes), the batter is out.
- One on-deck batter will stand off the field out of play at the end of first or third base line. The remaining team members will remain seated.
- When using the pitching machine, a throw to the pitcher by an outfielder will not stop play until the pitcher has possession of the ball. But a throw by an infielder to the pitcher will stop play if an attempt is made by the pitcher to catch the ball. The pitcher may make a play on a runner at any time he or she is advancing to a base. We would hope this rule does not cause anyone to over advance his runners. Teach outfielders to throw to a cut-off.
- When a ball is overthrown and hits the screen at first or third base, all runners will stop at that base. No advancement. But if the ball goes out of play, the runner will advance to the base they are going to.
- There will be no head sliding in practices or games. The runner will be declared out if a head slide takes place. Diving back head first to a base is allowed.
- Home team may bat at the bottom of the last inning if both coaches agree when home team is ahead in runs.
- Both coaches will meet after the game to fill out the game report. They will be in the concession stand.
- Games will be six (6) innings. No new inning will begin after 1 hour 50 minutes. All players will play at least four (4) innings per game on defense. Do not put players in positions where they might sustain an injury. Use good judgment.
- When your team is on the Pepsi or Waste Management field, each team must provide one (1) parent to help with concessions. This is a direct financial advantage to all kids in the league. Please coordinate this in advance of the season or each game.
- Please have your players pick up litter under their bench and their fans' seating area before leaving.
- Please refer to the rule books in the concession stand if a problem exists. The Cal Ripken books govern play in situations not covered by the local rules. Refer to "Official Baseball Rules" if neither one applies.

The visiting team will start with the next batter in order at bat, and the last person out in the previous inning as a base runner at second base with one out. Play will resume to three (3) outs. Home team will get their ups under the same scenario, and the outcome will be determined by that inning. If it remains a tie, time permitting, the process will be repeated. Otherwise, the game ends in a tie.
- All players shall be under the guidance of their coaches. The coaches shall dictate who will play in the games. If a coach feels that a player shall not play because of discipline reasons, that shall be the decision of the coach. However equal playing time and a variety of infield and outfield positions is Eastmont Youth Baseball's emphasis.
- All Minor B games will consist of the first three (3) innings being played with the pitching machine. The pitching machine portion will consist of up to three (3) strikes (swing and missed or called strikes) and no walks. Maximum pitches is six (6). All innings after the third inning will be live pitching. The maximum number of innings each pitcher may throw is four (4) per week and two (2) per game. One pitch in an inning will count as an inning pitched. The pitching machines will be completely phased out by the sixth regular season game as determined by the coaches.
- All games shall be considered complete games after the fifth inning if called due to time limits or darkness.
- Teams shall consist of 12-13 players. The team shall have ten (10) players on the defensive field at one time. The tenth player is a defensive outfielder and shall remain on the grass. All players shall bat even when they are not listed in a defensive position.
- Home team shall provide two (2) game balls for the game. Teams will be provided with the appropriate amount for the season.

The circle around the machine will be 8 feet in diameter and the pitcher must stand on either hash mark outside of the circle.
- Any ball hitting the pitching machine, pitching rubber, or coming to rest in the circle will be considered a dead ball and no pitch. Count resumes. - If the home team is ahead in the bottom of the 6th inning, they can go ahead and bat for practice purposes as long as both teams are in agreement.
- All players will play at least four (4) innings per game on defense. Do not put players in positions where they might sustain an injury. Use good judgement.
- When your team is on the Pepsi or Waste Management field, each team must provide one (1) parent to help with concessions. This is a direct financial advantage to all kids in the league. Please coordinate this in advance of the season or each game.

However equal playing time and a variety of infield and outfield positions is Eastmont Youth Baseball's emphasis.
- Home team shall provide two (2) game balls for the game. Teams will be provided with the appropriate amount for the season.
- Teams shall consist of nine (9) players on the defensive field, but shall bat the entire roster. All players will play a minimum of three (3) innings on defense unless there is discipline action.
- Pitchers are limited to three (3) innings per game or about 50-60 pitches maximum. This is for the safety of the child, and it is up to the coach to use good discretion. One pitch in an inning is considered an entire inning pitched (6 innings per week).
- There will be no head first sliding in practice or games. The runner will be declared out with no warning.
- In the umpire's judgment, a runner will be called out and removed from the game if he intentionally crashes into a defensive player during a play at home plate. Also, sliding is highly encouraged at 2nd and 3rd bases where there is a play.
- There will be no balks called at this time.
- A runner may not leave or steal a base until the ball has crossed the plate.
- No slug bunts.
- The ten run rule is in affect after five (5) innings.
- When your team is on the Pepsi or Waste Management field, each team must provide one (1) parent to help with concessions. This is a direct financial advantage to all kids in the league. Please coordinate this in advance of the season or each game.
- Please have your players pick up litter under their bench and their fans' seating area before leaving.

Four (4) innings of play per player minimum should be the goal with a variety of positions being emphasized.
- Home team shall provide two (2) game balls for the game. Teams will be provided with the appropriate amount for the season.
- Major league teams shall consist of nine (9) players on the defensive field and shall bat the entire roster. All players will play at least three (3) innings on defense unless there is a discipline action (#2 above). Focus should be four (4) innings minimum per player.
- Pitchers are limited to six (6) innings per calendar week. EYB does not allow curve balls for regular season play. Tournament play is player/parent/coach option. EYB strongly encourages the development of sound pitching mechanics, followed by the ability to throw a fast ball and change up with equal command prior to attempting curve balls.
- There will be no head first sliding in practices or games. The runner will be declared out with no warning. Head first back to a bag is acceptable.
- In the umpire's judgment a runner will be called out and removed from the game if he intentionally crashes into a defensive player during a play at home. Also, sliding is highly encouraged at 2nd and 3rd where there is a play.
- Balks will be handled in the following manner. Each pitcher will receive one warning per game. Second violation by the same pitcher will result in full balk penalties of advancing runners. The balk can be called by the umpire but the coaches agree that due to the difference in age and ability of our volunteer umpires, our coaches will be calling the majority of the balks. We agree that we will call them on our own pitchers as well as communicating to the other coaches what we are seeing in their pitchers. It must be a point of instruction, not the purpose of debate.
- In the 70-ft division, runners may advance at their own risk. (See official base running rules.)
